エリザベス1世の統治する16世紀末のロンドン。女王の側近であるセシル卿は、大衆を扇動するとして当時隆盛を誇った演劇に対する弾圧を強めていた。一方、女王の後継問題でセシル卿と対立するオックスフォード伯は、まさにその演劇の力で政敵を失脚させようと考えていた。文才に長けた伯爵は、セシル卿に投獄された気鋭の劇作家ベン・ジョンソンを解放し、自らが記した戯曲をベンの名で上演するよう命じるのだが……。
