Les habitants d'un village, qui sera bientôt englouti par les flots suite à la construction d'un barrage, deviennent les victimes d'un escroc prénommé Choi. Se faisant passer pour un prophète, Choi sermonne ses ouailles à longueur de journée, aidé dans sa tâche par le pasteur Chung, et parvient à convaincre les villageois de verser leurs indemnités de relogement à cette religion d'un nouveau genre. Mais Min-chul, un bon-à-rien méprisé de tous, découvre le pot aux roses...
